Ambassador Serge Rumin visits Kyrgyzstan to promote dialogue and confidence-building

BISHKEK, 25-26 - June 2026 - Ambassador Serge Rumin, the OSCE Chairperson-in-Office Special Representative on Dialogue Promotion and Confidence-Building, paid an official visit to Kyrgyzstan from 24 to 26 June to engage with national authorities, OSCE officials and international partners on regional security, dialogue and confidence-building.
During his visit, Ambassador Rumin held meetings with Director of the National Institute for Strategic Initiatives under the President of the Kyrgyz Republic Adilbek uulu Shumkarbek and Deputy Minister of Foreign Affairs Asein Isaev. The discussions focused on regional security developments, the role of dialogue and confidence-building in addressing shared challenges, and opportunities to further strengthen co-operation between the OSCE and Kyrgyzstan in support of comprehensive security.
"As security challenges continue to evolve, sustained dialogue and trust remain essential for building resilient societies and strengthening regional co-operation," Ambassador Rumin said. "The OSCE provides a unique platform for bringing participating States together to address common challenges through inclusive dialogue and practical co-operation."
As part of his programme, Ambassador Rumin participated in the Annual Security Conference hosted by the OSCE Academy in Bishkek, where he joined discussions on water and energy security, as well as perspectives on Central Asia from OSCE participating States. The conference brought together government representatives, diplomats, experts and academics to exchange views on regional security challenges and opportunities for co-operation.
Ambassador Rumin also met with staff of the OSCE Programme Office in Bishkek to discuss the Office's ongoing work and priorities. He highlighted the important role of OSCE field operations in supporting participating States through dialogue, partnership and practical assistance.
The visit concluded with Ambassador Rumin's participation in a reception marking the National Day of Switzerland, providing an opportunity to engage with members of the diplomatic community and partners.
Ambassador Rumin's visit reaffirmed the OSCE's commitment to promoting dialogue, strengthening confidence-building measures and supporting peace, stability and co-operation across the OSCE area.
