The Programme Office in Bishkek is based in the capital of Kyrgyzstan and is mandated to develop, implement and report on activities within the OSCE's comprehensive and co-operative approach to security.

Overview

The Programme Office focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

In 2024, the Programme Office operated on the basis of a Provisional Expenditure Authorization based on its 2021 Unified Budget, which amounted to €6,811,000. The extrabudgetary actual expenditure for 2024 was €2,062,785.

History and mandate

Established in 1998 by the Permanent Council

The first OSCE presence in Kyrgyzstan was the OSCE Centre in Bishkek, established by the Permanent Council on 23 July 1998. Its key task was to "promote the implementation of OSCE principles and commitments as well as the co-operation of the Kyrgyz Republic within the OSCE framework, with special emphasis on the regional context, in all OSCE dimensions, including the economic, environmental, human and political aspects of security and stability".

On 10 February 2000, the Permanent Council decided to establish an OSCE Field Office in Osh, to cover the southern part of Kyrgyzstan.

Effective 1 May 2017, the OSCE Centre in Bishkek was transformed by Permanent Council Decision No. 1250 into the OSCE Programme Office in Bishkek. Its mandate is to develop, implement and report on activities in all three dimensions within the OSCE's comprehensive and co-operative approach.Considering evolving needs and priorities of the host country, the Office provides assistance to the government based on close co-operation between the OSCE and the Kyrgyz Republic.

Former OSCE field operations and related field activities in the area

Between 1995 and 2000, the OSCE maintained a field operation in Tashkent, Uzbekistan, that was mandated to work on issues related to all participating States in Central Asia. This OSCE Liaison Office in Central Asia was established by the Permanent Council on 16 March 1995. In December 2000, it was decided to carry over the Liaison Office’s premises and assets to the then-OSCE Centre in Tashkent.

Delivering higher education since 2002

The product of a partnership between the OSCE and the Government of Kyrgyzstan, the OSCE Academy in Bishkek was created in 2002 as a regional centre of higher education and a forum for regional security dialogue and research.
