OSCE supports orientation seminar for newly elected members of the Jogorku Kenesh

Bishkek, 2 April 2026 - The OSCE Programme Office in Bishkek, in partnership with United Nations Development Programme, is supporting a three-day induction course for newly elected members of the Jogorku Kenesh of the Kyrgyz Republic.

The seminar brings together Members of Parliament, experts and representatives of state institutions to strengthen knowledge of parliamentary procedures, legislative processes, and democratic governance.

Opening the event, Speaker Marlen Mamataliyev, the UNDP Resident Representative Alexandra Solovieva and Ambassador, Head of the OSCE Programme Office in Bishkek Volker Frobarth highlighted the importance of strengthening parliamentary capacity and promoting transparent and inclusive governance.

In his opening remarks, Ambassador Frobarth congratulated the newly elected Members of Parliament and reaffirmed the OSCE’s long-standing partnership with Kyrgyzstan in supporting parliamentary democracy.

“Over more than two decades, the OSCE has been a reliable partner in strengthening institutional development, promoting inclusive law-making, and building the human capacity of parliament,” he said.

The seminar agenda covers key aspects of parliamentary work, including:

  • history of parliamentarianism in Kyrgyzstan; 
  • role and powers of parliament within the system of separation of powers; 
  • legislative, oversight and representative functions; 
  • ethics and responsibilities of Members of Parliament; 
  • interaction with media and citizens; 
  • human rights and gender-responsive budgeting; 
  • international co-operation and diplomatic protocol. 

The sessions are delivered by leading national experts, representatives of the Office of the Jogorku Kenesh, international partners and academicians.

The seminar also addresses contemporary challenges, including sustainable development, cybersecurity and strengthening public trust in state institutions.

The OSCE Programme Office in Bishkek continues to support the Jogorku Kenesh through capacity-building initiatives, including training programmes, expert assistance, and facilitating international parliamentary engagement.
