OSCE Centre in Bishkek together with the NGONGO
non-governmental organization 'Citizens against Corruption' and the State Service on Execution of Punishment will organize conducting a roundtable discussion on the current situation in the penitentiary system. In the framework of the roundtable discussion civil society jointly with the State Service on Execution of Punishment will discuss and lobby for the budget share of the penitentiary system within the National Budget of 2011, which is still at the stage of discussion in Jogorku-Kenesh (the Kyrgyzstan’s Parliament).
This event will be hosting up to 60 participants, including members of Parliament representing political parties in Jogorku-Kenesh, officials from ministries and law-enforcement bodies, representatives of German and French Embassies in the Kyrgyz Republic, civil society, international organizations and the State Service on Execution of Punishment will attend the event.
The roundtable discussion will focus on current problems and issues in penitentiary system. The programme will include the presentation by the head of the State Service on Execution of Punishment, discussion of the results of the monitoring conducted by the civil society in all penitentiary establishments over Kyrgyzstan in December, 2010-January, 2011.In particular, this event will be concentrating on the issue of life-term prisoners. About 100 lifers after courts sentence are still being located in pre-trial prisons. Money for construction of a new close-type establishment for prisoners in Naryn, including life-term prisoners, will be lobbied for the reserve in the National Budget of 2011.
The event is a part of the project, aimed to promoting the rule of law in Kyrgyzstan’s penitentiary system, which is funded by the Permanent Mission of Finland to the OSCE.
