Bishkek, 22 September 2026 – The OSCE Programme Office in Bishkek joined national partners in supporting CYBER NOMAD FEST 2026, a national cybersecurity festival that brought together more than 700 participants.

The festival was organized by the State Committee for National Security of the Kyrgyz Republic, the OSCE Programme Office in Bishkek, the National Bank of the Kyrgyz Republic, and Beeline Kyrgyzstan.

The event provided a platform for strengthening co-operation among government institutions, critical infrastructure entities, the private sector, academia, technical and cybersecurity experts, and international partners in addressing current and emerging cyber threats.

A key event was the inaugural meeting of the Interagency Commission on Information and Cybersecurity, chaired by Mr. Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic. The meeting focused on current cyber threats, co-operation among state and local authorities, and further development of national co-ordination mechanisms for information and cybersecurity.

The programme also featured the Cyber Conference, with discussions on protecting government information systems and critical information infrastructure, emerging cyber threats, cybersecurity in the financial and telecommunications sectors, capacity-building, and national cybersecurity development.

Cyber EXPO showcased cybersecurity solutions and technologies, while the Cyber Nomad Capture the Flag (CTF) competition provided participants with practical exercises to strengthen technical and incident-response skills. Its final stage used an Attack/Defense format, simulating real-world cyber incidents in which teams had to protect their own infrastructure, identify vulnerabilities, detect and respond to attacks, and defend their systems.

“Cybersecurity is not the responsibility of governments alone. Sustainable resilience can only be achieved through co-operation among public institutions, the private sector, academia, international partners, and technical experts,” said Mr. John DiPirro, Senior Political Adviser at the OSCE Programme Office in Bishkek.

The Kyrgyz Republic and the OSCE have co-operated on cybersecurity for several years. In 2021 and 2025, the OSCE Programme Office in Bishkek supported national Cyberdrills, strengthening preparedness and the capacity of relevant stakeholders to respond to cyber incidents. This co-operation has also contributed to the development of national cybersecurity initiatives and events.

The OSCE’s engagement in CYBER NOMAD FEST 2026 underscores the importance of sustained public-private and international co-operation in strengthening Kyrgyzstan’s cyber resilience. The event also contributes to implementation of the OSCE’s 16 cyber/ICT security confidence-building measures (CBMs), which aim to reduce the risks of conflict, miscalculation and escalation in cyberspace, including CBM No. 14 on Public-Private Partnerships.
